Is not having medical insurance for children in New York considered neglectful?
Being that this is New York and one of the biggest publisized issue is that no child shall go without health care, one would think that not having insurance for children is neglectful.
I dont know and would like to find out if my thinking is correct.
Not if you have other means of obtaining medical care, such as paying in cash, being a physician or having access to a free clinic.
